Chemical plants have high risk of accident because it deals a lot of hazardous material like flammable liquid, combustible gas and toxic chemicals. After the hydrogen fluoride leak accident in 2012, most of the regulation and law for chemicals are changed. For example, 『Hazardous Chemical Substance Management Act』 is changed to 『Chemicals Management Act』 and 『Registration and Evaluation of Chemical Substances Act』. Moreover, companies which deals chemicals need approval of 『Harmful Chemicals Business License System』. Therefore a lot of chemical plants meet the chemicals management problem. To help this problem, the response manual is essential to companies which deals chemical. For the manual, 100 chemicals are selected in this study. The chemical selection step consists of screening, Scoring, Rating and Selecting 4steps. Developed response manual includes use, leakage control manual, hazardous, emergency treatment. It is expected to help field engineers to response chemical accident, and develop the plan for prevention preventing disasters. |
