We revise our previous paper [ SIAM J. Control Optim., 43 ( 2004), pp. 1063 - 1077]. We supply an assumption missing in the first part of the assertion of Corollary 4.6, and we prove that the second part of this corollary remains true also under conditions given in the previous paper. Finally, we comment on new contributions and pose the open question in the topic.
