Electronegativity - Average Nuclear-Potential of the Valence Electron
After introducing the valence electron’s mean radius [r](nl) into the electronegativity function and presenting a completely new method of determining the charge Z*, we propose a new electronegativity scale defined as the ratio of Z* to [r](nl) and consider it as the average nuclear potential of the valence electron. For the new scale, a good linear relationship with the Mulliken electronegativity is shown and several obvious advantages are stated.
