The cost of manufacturing on German sites is widely regarded as too high. An option considered for remedying the situation is deregulation. However, from its inception, the German Packaging Ordinance has constantly followed the opposite trend, namely increasing detailed regulations. This article gives a critical appraisal of the consequences for plastics recycling.
