It is noted, that acting lax law of Russian Federation does not offer sufficient incentives for innovation activities of domestic producers. Reviewed are main directions of state incentives policy for oil and gas industry, which are supposed to be implemented in accordance with "Incentives policy concept of Russian Federation for the period of 1998-2000".
