An evaluation of the impact of reducing energy subsidies on living expenses of households
A policy of subsidizing energy has been pursued in the Islamic Republic of Iran to help the poor and to utilize the relative advantages of the country. But it has been realized that energy subsidy has led to market distortion and welfare loss. Hence, elimination of energy subsidy is considered as a crucial matter. Changes in energy policy are hindered by the uncertainty on the impact of reducing energy subsidy on the living expenses of population. In the present article the distribution of resources through energy subsidy is evaluated; and, the direct and indirect effect of eliminating energy subsidies on the living expenses is estimated with the help of an analytical tool that has been developed. It is then concluded that additional financial resources obtained from reduction of energy subsidies could be allocated for compensating the decrease in purchasing power of households. The results of analysis reveal that more egalitarian distribution of resources and helping the poor could be achieved through implementation of a progressive policy of social security that is supported by financial resources available from elimination of energy subsidies.
