A newly designed procedure was used for the preparation of partial reduced heteropoly compound catalysts. The catalytic activities of the partial reduced catalysts for the selective oxidation of propene were tested. IR, Raman, ESR, TPO and TPR were used for the characterization. The (CU1.2V2)-V-0 catalyst seems to be the most active catalyst due to the most containing of V4+.
