The Berlin mandate: The costs of meeting post-2000 targets and timetables
Current commitments by developed countries have been deemed inadequate to meet the objective of the UN Framework Convention on Climate Change. As a result, international negotiators are exploring new commitments for the post-2000 time period, We examine the costs of meeting proposed sets of targets and timetables, We then explore the potential gains from international cooperation and flexible timing.
