Climate change mitigation - A review of cost estimates and methodologies for the post-planned economies
This paper summarizes selected studies of the potential and cost of carbon emissions mitigation strategies in the post-planned economies. The economies of the Former Soviet Union and Central and Eastern Europe present significant opportunities and serious difficulties in energy related carbon dioxide emissions mitigation. This region in 1990 accounted for over one-fifth of global energy consumption and energy related greenhouse gas emissions.
