Some key elements for the climate change Protocol(s) stipulating an international framework for the year 2000 and beyond are summarized on the basis of the experiences of the current Framework Convention on Climate Change (FCCC). A proposal is also presented for each element concerned, It is stressed that any new Protocol(s) should provide a framework for substantial progress in the real world today, rather than being merely a duplicate of the FCCC agreements in nature, Beginning from this contention, a set of indicators for the quantified objectives is proposed, which can incorporate features peculiar to each Party and evaluate the political efforts of each.
