There is proposed the interpretation of the Toms phenomenon based on the anisotropy of the solution viscosity, caused by the arrangement of spatial configurations of polymer macromolecules. It has been shown that drag reduction is an effect of widening the laminar and transitional flow regions as well as dampening the velocity fluctuations in the turbulent flow region.
